Loading and discharging operations may have to be performed in places where barges are better suited than ships (shallow draft, beach landing required, river operations, quay height...).

This is why the concept of sea tugs towing flat-bottom barges has come into existence, allowing even beaching operations. Using barge ballasting capacities is used to solve many nautical restrictions.
